Start with the Singapore importer, not the jar
Singapore Food Agency guidance states that traders importing food for commercial sale must hold the relevant SFA licence or registration. Processed food uses the registration pathway rather than the licence categories used for meat, fish, fresh produce or shell eggs.
Before a buyer treats a New Zealand Mānuka quote as executable, identify the Singapore importing entity, confirm that it has the relevant SFA registration and Customs setup, and establish who will submit the import permit declaration. The importer/declarant role should be known before final artwork and shipment documents are locked.
Buyer gate: a supplier quote is not yet a Singapore-ready route if the importer-of-record, permit owner and local label entity are still undefined.
02 · New Zealand Mānuka identity
Mānuka authentication is an export-control issue, not just a marketing claim
MPI states that all honey labelled as Mānuka for export must be tested by an MPI-recognised laboratory to make sure it meets the New Zealand Mānuka honey definition. The definition uses five attributes: four chemical markers from nectar and one DNA marker from Mānuka pollen. The results distinguish monofloral and multifloral Mānuka honey.
For a commercial buyer, keep three questions separate:
- Does the batch meet the New Zealand regulatory definition for Mānuka export?
- Is the product being represented as monofloral or multifloral, and does the MPI test evidence support that description?
- What separate evidence supports the commercial MGO grade being offered?
An MGO result is not a substitute for the New Zealand Mānuka authentication framework. Likewise, passing the MPI Mānuka definition does not by itself prove every grade, quality, origin or market claim attached to the product.
03 · Export chain
Trace the exporter, processor and premises of final control
MPI’s export guidance adds extra controls when honey is exported as Mānuka. Operators of premises of final control must ensure that the final eligibility documents raised for consignments labelled as Mānuka include the validated laboratory test results for each relevant batch and the exact Mānuka statement intended for export certification where applicable.
That makes the commercial chain important. A buyer should know who processes or packs the honey, who controls the final product before port transfer, who is the registered exporter, and which records link each batch to the consignment.
Produce & identify
Controls the actual packed product, lot identity and manufacturing records within its scope.
Establish eligibility
Connects export eligibility, destination requirements and Mānuka test evidence to the consignment.
Register & permit
Owns local registration, import permit, Customs handling and local business details on the label.
Reconcile the evidence
Ensures specification, label, batch evidence and commercial offer refer to the same product route.
04 · Singapore import permit
Treat the Singapore permit as shipment-specific
SFA states that imported processed food must be accompanied by a valid import permit. The importer or declaring agent should apply using the correct product classification and shipment data, and should check whether the exact product is subject to additional document requirements.
The commercial invoice, packing list, transport document and permit declaration should reconcile on product description, quantity, value, origin and shipment details. A generic supplier certificate does not replace shipment-specific records.
05 · Retail label
Build the Singapore label around the actual route
SFA’s current labelling guidance requires imported prepacked food to show the name and address of the local importer, distributor or agent and the country of origin. The current SFA labelling guide also includes lot identification as a general labelling requirement with effect from 30 January 2026.
For New Zealand-origin Mānuka, keep the roles distinct:
- SELVEH: Melbourne-based brand;
- Product origin: New Zealand when supported by the actual route;
- New Zealand processor/packer/exporter: operational source parties;
- Singapore importer/distributor/agent: the local business identified for Singapore retail sale.
Do not use SELVEH’s Australian location to blur the product’s country of origin. Final country-of-origin wording must reflect the actual product and packing chain.
06 · MGO specification
Keep MGO as a batch-supported product specification
MGO should be handled as a factual product specification supported by the actual batch evidence. The buyer should ask what grade is being offered, which batch the result applies to, what laboratory/method produced the result, and whether the final label uses the grade consistently.
Keep the evidence layers separate: MPI Mānuka authentication answers whether the honey meets New Zealand’s Mānuka export definition; MGO evidence supports the commercial MGO grade; origin and traceability records support the source chain; and Singapore label/permit records support the destination-market route.
Do not turn an MGO number into an unsupported therapeutic or disease-related claim.
07 · Evidence pack
A buyer-ready pack should reconcile, not merely accumulate documents
More PDFs do not automatically reduce risk. The useful question is whether the documents connect to the same product, batch and shipment.

08 · Buyer checklist
Before committing to a New Zealand Mānuka order for Singapore
- Confirm the Singapore importer-of-record and processed-food registration pathway.
- Confirm who submits the TradeNet/import permit declaration.
- Identify the New Zealand processor, premises of final control and exporter roles.
- Verify MPI-recognised Mānuka test evidence for product sold as Mānuka.
- Keep the MGO grade tied to the actual batch evidence.
- Keep New Zealand origin wording explicit and consistent with the actual route.
- Review the Singapore retail label, including local business details and lot identity.
- Reconcile invoice, packing list, transport and permit data.
- Confirm any shipment-specific supporting documents before dispatch.
- Re-run landed economics after freight, destination charges and channel margin.
